On Wednesday 8 May, the Electricity Storage Network’s (ESN’s) response to the second Review of Electricity Market Arrangements (REMA) consultation was published. The ESN states that, from its engagement with the GB electricity storage industry, there is not a consensus in support of a shift to a zonal wholesale market system. The ESN also does not support central dispatch, noting that it believes the operator is best placed to understand and dispatch assets in the GB market. The response is supportive of shorter settlement periods and thinks that shortening gate closure should be retained as an option. It calls for Ofgem to continue to monitor progress and hold the Electricity System Operator accountable for the pace of balancing mechanism (BM) reforms to widen the role of low-carbon flexibility in the BM.
