DESNZ publishes evaluation of Capacity Market and seeks further input

On Monday 16 October, DESNZ published its Evaluation of the Capacity Market scheme final report, in which it outlines a process and impact evaluation of the Capacity Market scheme. The report aims to determine whether the Capacity Market has historically met its objectives and how it has done it; provide evidence on the potential need for future market intervention to ensure the security of supply and how it compares to the current scheme design; and provide learning about how the individual components of the scheme could be included in any future market interventions. DESNZ added that the findings of the report will be used to support the 10-year review of the Capacity Market scheme. On the same day, a consultation opened regarding Capacity Market 2023: Phase 2 proposals and 10-year review. The consultation is stated to be in two parts. Part A seeks views on proposals surrounding strengthening security of supply and alignment with net zero. Part B is a call for evidence requesting information to help inform the review of the Capacity Market, due to be published by summer 2024. Views are requested by 8 December 2023.
